Nothing is going to "come up". This program is a console application, meaning there is no interface (window). Just extract the program to your desktop, then drag 'n' drop your save onto it and it'll decrypt the save automatically. Also this program is used to decrypt the saves from 360gs.com, so it will not work for anything else or if the saves aren't from there.

What EXACTLY does this do?

a website, 360gs, have decide to encrypt their save so only the tool they made can re-sign the save. well this programme will remove the encryption so you can re-sign the save.
